BIOGRAPHICAL INFORMATION



Born in Arlington, Virginia, on March 22, 1915, Neal Potter grew up in Montgomery County and graduated from Bethesda-Chevy Chase High School. Mr. Potter's early interest in engineering changed to economics and political science when he entered Johns Hopkins University in 1933. He received his B.A. (Phi Beta Kappa) and M.A. in political science and economics from the University of Minnesota. He went on to perform graduate work in public finance at the University of Chicago.



An economist with the U.S. Office of Price Administration from 1941 to 1946, he went on to teach economics at Carnegie Tech (now Carnegie Mellon University) in Pittsburgh, Pennsylvania, from 1946 to 1947, and at Washington State College in Pullman, Washington, from 1947 to 1951. Potter held the post of Western Field Director for the World Federalists organization from 1952 to 1954, and in 1955 joined Resources of the Future, Inc. serving as a research associate until 1974. His publications include: Trends in U.S. Natural Resource Commodities 1870-1957, World Prospects for Natural Resources, Natural Resource Potential of the Antarctic, written after an expedition to the Antarctic, and contributions to Goals, Priorities, and Dollars, and The Population Dilemma.



Prior to his election to the Montgomery County Council, Potter was involved in a variety of civic activities. In 1960, he was the principal organizer of the Citizens Committee for Fair Taxation. He served as president of the Montgomery County Citizens Planning Association (1965 to 1967) and as its editor (1968 to 1969). He also served as co-chairman of the Metropolitan Washington Coalition for Clean Air, as a board member of the Capital Area United Nations Association, and as vice president of the World Federalist Organization.



First elected to the County Council in 1970, he won reelection in all subsequent election years until 1986, serving three times as Council president. Running for the office of County Executive in 1990, Potter served one term in that position from 1990 to 1994. In 1994 he returned to the legislative branch of County government, having been elected Councilmember-at-large.



During his tenure as Councilmember, Potter has played a leading role in Council actions on controlling development, fiscal affairs, tax legislation, sewage and transportation issues, and assessment inequities. While on the Council, he sponsored bills to establish the Office of Public Advocate for Assessments and Taxation, and the Montgomery County Conservation Corps. In addition, he authored Council-sponsored State legislation on taxation, farmland preservation, and farmland assessment. Potter was also instrumental in the formation of the Home Purchase Cost Investigation Committee.



Potter has served as president of the Metropolitan Washington Council of Governments and on several committees for the National Association of Counties (NACO), and the Maryland Association of Counties. His numerous memberships include Americans for Democratic Action, the Audubon Naturalist Society, the Chevy Chase United Methodist Church, and Common Cause. He is a member of the NAACP and SANE/FREEZE, and continues to be a member of the Capital Area United Nations Association and the World Federalist Association.



Honors presented to Neal Potter since he entered public office include the Governor's Citation, the Council of Governments' Metropolitan Public Service Award, and the Sentinel newspaper's Citizen of the Year award. He was also a recipient of NACO's Distinguished Service Award, the Audubon Naturalist Society's Legislator of the Year award, and the Montgomery County Civic Federation's Citation for Distinguished Public Service.



PROCESSING PROCEDURES



General processing procedures consisted of discarding duplicates, unnecessary binders, and routine transmittals. Oversized documents and photographs were removed from the original location in their assigned series and placed in separate containers. Separation sheets were inserted in the original location within to indicate the new location of the transferred records.



Preservation copying of newspaper clippings and other fragile materials was performed whenever feasible. Records in folders were arranged, unless otherwise indicated, in forward chronological order, with undated records appearing at the end of the folder.

SCOPE AND CONTENT NOTE



The 40.34 cubic feet of Neal Potter's papers cover the years 1948 to 1997. The bulk of the materials pertains to his work on the County Council from 1970 to 1990. Record types consist of correspondence, memoranda, reports, publications, Council resolutions, speeches, charts and graphs, clippings, meeting minutes, testimonies before County panels and task forces, administrative procedures, ephemera, staff papers, maps and handwritten notes. SERIES DESCRIPTIONS



Series I: Ad Hoc Task Force on Drinking and Driving, 1979-1983 (1 file folder)

This series contains publications, clippings, correspondence, reports, flow charts, data sheets memoranda, and minutes. Mr. Potter served as an ex officio nonvoting member of the task force which advised the County Council and County Executive on procedures to remedy the various social and economic problems associated with drinking and driving.

Series II: Biography, 1970-1985, 1997, n.d. (1 file folder)

This series contains clippings, Council resolutions, surveys, curricula vitae, and short biographies, which document significant events in Mr Potter's professional and personal life.

Series III: Budget, 1971-1985 (0.25 c.f.)

Records in this series document part of the process involved with drafting the annual County Budget. Document types include correspondence, council resolutions, statements, press releases, memoranda, publications, charts and graphs, and budget estimates and justifications for the following fiscal year. Many of the records carry annotations by Councilman Potter. Also included are publications for the general public, such as budget discussion guides, and Budget Issues, a guide for helping citizens understand the budget and participate in the budget process.



Subjects addressed in the records include routine annual budget debates and appropriations, as well as special issues. These include the disagreement between the County Council and County Executive over the 1971-1972 budget, and the final resolution of the conflict. Tax issues, such as the reform of property tax for fiscal year 1979, are also documented.

Series IV: Capital Improvement Program, 1970, 1981-1982 (0.25 c.f.)

This series documents Councilman Potter's meeting with the Citizens Planning Association in 1970 concerning the fiscal year 1971-1972 planning budget. The series also contains the two-volume report Recommended Capital Improvements Program, FY 83-88, addressing the construction of public buildings, roads, and other facilities planned by County agencies.

Series V: Charter Review Commission, 1972-1980 (0.25 c.f.)

The Charter Review Commission was established pursuant to Council Resolution No. 8-577, as amended, with four of its nine members appointed by the County Executive and five by the County Council. The Commission's task was to examine specific parts of the Charter and recommend possible revisions for consideration by the electorate in the following November elections.



Some of the topics addressed in the series represent Charter amendments sponsored by Councilman Potter, including a revised deadline requiring the Council's budget approval by June 1 instead of May 1. This issue is well documented through correspondence and testimonies by opponents of the proposition, who included the American Association of University Women, and the superintendent of Montgomery County Public Schools.



Other topics chronicled in this series include proposed changes to the frequency of County Code publication, tax and bond rates, and the right of County employees to organize and bargain collectively.

Series VI: Civil Defense Public Warning System, 1977 (1 folder)

This series consists of one document, the administrative procedures for the civil public warning system.



Series VII: Correspondence, 1975-1989 (6.3 c.f.)

This series consists of correspondence and attached clippings received by Councilman Potter. The majority of correspondence is from citizens and schoolchildren of the County urging Mr. Potter to address issues such as homelessness, the Oaks Landfill, crime, sewer service, zoning change requests, street repair, solar energy, agricultural preservation, and the creation and maintenance of park land. A particularly well-documented topic is the 1977 debate to reduce the curriculum at several County junior high schools and high schools from seven daily periods to six periods, and to make changes to the athletics programs at several schools.

The series contains council agendas, addenda and handwritten summaries of Council meetings. The records show the scheduled activities of the Council and the results of these activities.

Series IX: Council Comments, 1973-1980 (1 folder)

This series consists of Council Comments, a column of the County Council prepared for local weekly newspapers. In these columns, the Council addresses issues it is currently facing such as tax assessments, cable television, rural zoning, tax justice, state funding of schools, sewage, and budget issues.

Series X: Council Inaugural, 1978-1982 (1 folder)

The series contains memoranda, a scenario of the ceremony, a program, and a flyer. The records document the arrangements made for council member's inaugurations.

Series XI: Councilmanic Redistricting Commission, 1981 (1 folder)

This series documents the efforts of the Redistricting Commission to draw up a new plan for the County's districts. The goal was to create districts compact in form and substantially equal in population to ensure fair representation of all County residents on the County Council. Documents such as Councilman Potter's testimony at a public hearing, meeting agendas, memoranda, maps, and the 1981 Councilmanic Redistricting Commission Report chronicle the work performed by the Commission in 1981 during nine regular meetings and three work sessions.

Series XII: Council of Governments, 1975-1978 (0.3 c.f.)

This series documents Councilman Potter's participation in the Council of Governments which studied issues affecting the Washington D.C. region and outlined plans for regional cooperation in addressing them. Issues documented in this series include taxing nonresidents who commute into the region, funding area-wide facilities and services, and the equitable distribution of public services.

Series XIII: Council Reports, 1979-1983 (4 folders)

The series contains weekly reports of the Council's activities and actions for the information of County residents. The issues addressed include housing, capital improvement projects, appointments, meetings with the Washington Suburban Sanitary Commission, citizens' surveys of the budget, and public schools.

Series XIV: Farmland, 1967-1988 (4 c.f.)

This series documents the County's continuing struggle to balance its increasing housing demands with the need to preserve valuable farmland. Topics include the establishment of agricultural preservation districts, and tax issues involving the possession and sale of farmland. The bulk of the records date from the early and mid-1970's and address the question of farmland assessments for sales and property taxes, linked to the County's increasing need for revenues. Background materials collected by Councilman Potter concerning these issues include studies and reports, federal legislation, examples of laws in other states, and state and County legislative bills.



Annotations in a 1986 report by the County's Agricultural Education Review Committee document some of Councilman Potter's views on the continuing value of agriculture to Montgomery County. Other publications include annotated reports from the 1987 Agricultural Leaders' Forum, and reports by task forces in other counties.

Series XV: Fire and Rescue Services, 1973 (1 folder)

This series contains one undated year book style publication documenting the histories of local fire departments. The publication is rich in photographs of staff, equipment, facilities, and candid shots of the fire and rescue teams training and working.



Series XVI: Fiscal Affairs Committee, 1969-1982 (2 folders)

This series documents Councilman Potters work as member of the Fiscal Affairs Committee.

The Committee was responsible for submitting reports to the County Council concerning fiscal issues reviewed per Council request. Topics addressed in this series include expanded debt financing for the Montgomery County Civic Federation, new tax powers conferred by the Maryland Legislature, better understanding of the County's needs and budgeting constraints and general comments concerning pending budgets.

Series XVII: Housing, 1971-1973 (0.5 c.f.)

This series documents Councilman Potter's suggestions of representatives from various constituencies within the County for appointments to the Council's Housing Committee.



The series contains correspondence, memoranda, council resolutions, reports and publications. Correspondents include representatives of civic organizations, members of the County government, and real estate developers. The series contains records of the Advisory Committee on Housing Policy Implementation, the Emory Grove Renewal Project, the Housing Opportunities Commission, and the Task Force on Moderate Income Rentals. Topics addressed include landlord/tenant affairs and guidelines for rental properties.



A particularly well-documented topic is that of settlement costs incurred during the purchase of a home. Documents dated primarily from the early 1970's include background information such as local newspaper clippings and reports from Federal agencies such as Housing and Urban Development (HUD). Also included is a 1972 report to the County Council by the Committee on Home Purchase Costs.

Series XVIII: Incorporation of Chevy Chase, 1982 (2 folders)

The series contains legislation, charts, minutes and memoranda regarding the incorporation of Chevy Chase as a municipality. The folders are arranged alphabetically by subject. Records within each folder are arranged chronologically.



Series XIX: Legislation, 1967-1983 (7 c.f.)

The series consists of legislation, amendments, correspondence, memoranda, work session agendas, public hearings, council resolutions, clippings and reports. The legislation regulated everything from air plane noise to front footage taxes, and sought to protect children, tenants, and the environment.

Series XX: Management Reporting System, 1977-1978 (2 folders)

This series contains documentation of the County's Management Reporting System, which was designed to support the management control responsibilities of the Chief Administrative Officer (CAO). This was to be achieved through departmental reports, meetings, a review of staff support to the CAO, and the development of effective work programs.



The series contains a memorandum from the CAO spelling out the types of reports required, the person responsible, and when the report was due to the CAO. A status report summarizes the System's success after the reporting structure had been in place for several months. The records are arranged alphabetically by folder title.





Series XXI: Maryland Association of Counties, 1972-1980 (1 folder)

This series documents Neal Potter's affiliation with the Maryland Association of Counties. The Association consisted of County representatives who met regularly to represent county needs to the State of Maryland, and to evaluate the impact of proposed state codes and regulations would on the counties.



Records document Councilman Potter's activities as an Association member and as a member of its Tax Study Committee. Included are his remarks at several Association meetings, annotated correspondence, reports, and meeting agendas, as well as pamphlets, draft legislation, memoranda, studies, and meeting minutes.

Series XXII: Merit System Protection Board, 1984 (2 folders)

This series consists of a the report of an independent consultant hired by the Merit System Protection Board to evaluate allegations of merit system abuses in the County's Office of Economic Development. The original order of the report and its appendices has been maintained.



Series XXIII: Montgomery Community College, 1971-1975 (3 folders)

The series chronicles the endeavors of the community college to expand its Takoma Park Campus into Block 69 in Takoma Park. Records document the strong opposition in the Takoma Park community to a campus expansion. Document types include correspondence from Takoma Park residents and their legal representatives, and from college officials, to Councilman Potter. Included are also studies and documentation concerning the impact of the expansion on Block 69, maps, minutes of the mayor and City Council of Takoma Park, clippings, handwritten notes, Council minutes, and memoranda.

Series XXIV: National Association of Counties, 1964-1981 (0.3 c.f.)

This series documents Councilman Potter's involvement in NACO task forces, committees, and special projects. The Association offered a variety of reports, guides, workshops and seminars to help county managers meet national standards in areas such as environmental protection.



Particularly well represented are Potter's efforts to become familiar with the Environmental Protection Agency's (EPA) 1990 construction grants. Documentation concerning this pursuit includes teaching materials used in EPA sponsored workshops concerning strategies for municipal waste water treatment. Records also include general EPA publications, and documentation of other local representatives from communities throughout the U.S.

Series XXV: Planning, 1965-1989 (7 c.f.)

The records in this series relate primarily to the Ad Hoc Committee on Legislative Oversight, the Blue Ribbon Committee on Planning, and reviews of regional sector and master plans.



The Ad Hoc Committee on Legislative Oversight was created on October 21, 1975 by Council Resolution 8-50. It was responsible for determining the effectiveness of County government management practices with respect to costs, policy, local legislation, and administrative resolutions. The Committee was also charged with identifying and acknowledging meritous programs and management performance. As documented in this series, the Committee recommended action to correct management deficiencies, provided more explicit policy and procedure guidelines, strengthened conflict of interest laws and encouraged management improvement.



The Blue Ribbon Committee on Planning was established in June 1985. It was composed of 21 citizens who reviewed the County's planning process and identified modifications which would improve the process.



The regional planning records consist primarily of master plans and sector plans. They reflect the planning of County cities and towns to manage sustainable growth while preserving their region's resources and unique character.

Series XXVI: Public Schools, 1971-1982 (2.67 c.f.)

The series consists of publications, pamphlets, tables, indexes, memoranda, and correspondence, and contains material compiled for discussion of the Board of Education budget for FYs 1975 to 1980. Also included are reports from the Board of Education conveying statistical information such as class size, and the Board's reports concerning its activities. A large component of the series consists of correspondence from County residents to Councilman Potter regarding the FY 1982 education budget. Mr. Potter's responses to the correspondence is also included in the series. Of particular interest are the records documenting the efforts of the Poolesville community to build a Poolesville Life Center which was to accommodate space for schools, and community and social services. Mr. Potter was also a member of the Education Committee of the Maryland Association of Counties, and records relating to this organization reflect his concern with state funding of local schools.

Series XXVII: Public Services Program, 1970-1974 (0.3 c.f.)

The Public Services Program provided County government with the management data needed to implement a coordinated systematic team effort enabling the government to respond quickly to the public need as problems occurred. Included are a 1970 report by the County's budget director concerning the design and implementation of a six-year public services program as required by the County Charter. The series documents several work sessions of Public Services Program participants, as well as reports pertaining to specific components of the County's public service.

Series XXVIII: Publications, 1974-1980 (0.25 c.f.)

The series consists of publications which related to Neal Potter's particular interests as a Council member, including affordable housing, taxation and reference sources on the County's operation.

Series XXIX: Red Ribbon Committee on Special Zoning Exceptions, 1972-1974 (0.15 c.f.)

This series consists of several zoning studies reviewing special exceptions to zoning laws. The reports address land use, current laws, and community standards of a particular area or establishment, and made recommendation based on these reviews.



Two reports dated 1972 were prepared by the Board of Appeals Study Committee. While Councilman Potter did not serve as a member of the Committee, his interest in the issue is documented by his annotations on the reports.



A series of four reports dated 1974 consists of special exemption studies and was prepared for the County by a group of consultants. These studies evaluate the zoning requirements and impact of recreational, commercial, and professional establishments in the County.

Series XXX: Regional Indoor Swimming Pool, 1981 (1 folder)

This series documents the controversy over the County's plans to construct a recreational indoor swimming pool in Cabin John Park. Included in the series are Site Selection Recommendations, CIP Number 807717, a report prepared by the County's Office of Management and Budget, Division of Planning and Capital Programming. The series also contains correspondence from County officials and residents, especially of the areas adjoining the proposed site. Other document types include newspaper clippings.

Series XXXI: Solid Waste, 1969-1985 (2 c.f.)

This series addresses the issue of solid waste in the County in connection with issues such as County planning and development, population growth, and farmland prices and tax assessments. Included are statements by the County Council and Councilman Potter specifically, public hearing testimonies and white papers prepared by civic organizations. The main topics addressed concern the County's efforts to establish the Oaks Landfill in Laytonsville.



Document types include speeches, charts, graphs, maps, testimonies and exhibits, clippings, hand written notes, publications, correspondence, and memoranda. Records are arranged alphabetically by folder title. Within each folder, arrangement is chronological, unless original order suggested otherwise.



Series XXXII: Task Forces, 1974-1983 (0.15 c.f.)

This series contains reports prepared by several task forces, and background and follow-up information, such as resulting legislation or legislative amendments. Topics include a review of the financial relationship between the County and its municipalities. Financial data and other documentation reflect the investigation of services for which municipal residents paid twice through County and municipal taxes.



Other topics are zoning and land development authorization and the regulation of day care. The task force on land records reviewed settlement costs incurred by buyers through tile searches and title insurance required by mortgage lenders. Recommendations from the report addressed primarily the County's process of recording sales, taxes, interest, and other payments associated with real estate properties. Follow-up documentation dated 1977 to 1983 illustrates the County government's legislative amendments concerning real estate costs.

Series XXXIII: Tax Assessments, 1969-1976 (2.3 c.f.)

The series consists of memoranda, legislation, press releases, studies, and statistics. These records document the Council's struggle to assess property values and tax land owners at an appropriate rate.



The records are arranged alphabetically by folder title. Within each folder arrangement is chronological, unless suggested otherwise by original order.





Series XXXIV: Transportation, 1968-1983 (2.3 c.f.)

The series contains agendas, minutes, correspondence, memoranda, public hearings, resolutions, statements and testimony, reports, proposals, maps, publications and clippings. Many of the records concern the planning and development of the County highway system during the 1970's and early 1980's. Of particular interest is the early debate over the Intercounty Connector, whose fate is still under debate twenty years later. This series also contains a significant amount of material relating to County Metrorail stations, including correspondence with the Washington Metropolitan Area Transit Authority, citizen comments, and some chronologies. The listing of folder titles in the box inventory is descriptive of other topics addressed in the records.

Series XXXV: Veterinary Issues, 1979-1982 (2 folders)

The series documents the County government's efforts to provide neuter and spaying services for pets. Records illustrate the controversy of the County's bid for proposals to provide these services. Veterinarians and their association charged that the request for proposal favored the County's Human Society. Letters from veterinarians and the Humane Society reflect both sides of the controversy.



The series also documents a malpractice suit against a local veterinarian which was linked to the spaying and neutering issue. The suit was seen by some as a retribution by his professional organization for siding against his profession in the controversy over the neutering clinic.



Document types include minutes of the State Board of Veterinary Medical Examiners, complaints, correspondence, and clippings. Records are arranged chronologically, unless original order suggested otherwise.



Series XXXVI: Waller v. Spector, 1975-1983 (3 folders)

This series documents legal suits against Ruth Spector, County Council President, and against County officials, alleging violations of the County's merit protection system and wrongful dismissal. Copies of legal documents, reports, correspondence and other record types reflect the appeal of plaintiff Waller of his demotion from division chief to project coordinator. Records also illustrate the work of the Ad Hoc Committee for Legislative Oversight in determining the effectiveness of management practices within the County government.

Series XXXVII: Water Resources and Sewage, 1970-1980 (1.5 c.f.)

Records in this series document issues concerning the County's water supply and treatment of waste water. Primary topics include concordance with guidelines of the U.S. Environmental Protection Agency (EPA), and obtaining EPA grants for water plant construction.
