ADMINISTRATIVE HISTORY
In 1979 County Council legislation broadened the mandate of the six-year old Office of Human Resources and renamed it the Department of Family Resources. The primary goal of the Department was to strengthen and support the social unit of the family; staff worked with the newly created Commission on Children and Youth and the Commission on Handicapped Individuals to identify changes in policy, services, and funding which were needed to improve support for families in need. Until 1996 Family Resources operated as one of four separate, legally mandated departments established to provide health and human services to County citizens (the other three being the Department of Addiction, Victim, and Mental Health Services; the Department of Social Services; and the Department of Health). It was divided into five divisions: Community Action; Elder Affairs; Children, Youth and Families; Disability Resources; and Program Development and Planning. The Department's staff coordinated programs; advocated for families, the elderly, the handicapped and youth; commented on legislation at the federal, state, and local level; provided staff support to various County commissions; served on a variety of special task forces and committees; and provided information to County citizens wishing to locate appropriate family-related services and programs. In 1996 health and human services in the County were restructured and the Department of Family Resources, together with its three related departments, was assimilated into one agency, the Department of Health and Human Services.
PROCESSING PROCEDURES
General processing procedures consisted of discarding duplicates, unnecessary binders, and routine transmittals. Oversized documents and photographs were removed from the original location in their assigned series and placed in separate containers. Separation sheets were inserted in the original location within the folder to indicate the new location of any records placed elsewhere.
PROVENANCE
The collection was culled from various accessions of printed material.
SCOPE AND CONTENT NOTE
The collection comprises 1.66 cubic feet of material dating from 1974-1993. It includes reports and other printed material from the various divisions of the Department of Family Resources, as well as material generated by committees on which the Department's staff served. The collection also contains printed material from the various commissions with which the Department worked, such as the Commission on Aging and the Commission on Handicapped Individuals.
The records are arranged chronologically and then alphabetically within each year.
