ADMINISTRATIVE HISTORY
The mission of the Department of Economic
Development, formerly the Office of Economic Development, is to promote
balanced economic growth within the county. This is done by fostering a
positive attitude within county government toward business and developing
and implementing programs that encourage economic growth. The Department
of Economic Development has established services ranging from marketing
to outreach to new and existing businesses to ensure that individual companies,
large or small, to prosper in the county.
Community development has been provided by a variety of offices and
departments since the 1960s. In 1961 the County Council created the Office
of Economic Development, which subsequently merged with the Office of Information
and Research to form the Department of Information and Economic Development
in 1962. The primary function of the Department was to attract new industries
to the County and to assist the County's existing industries in prospering
and expanding. The Office of community Development was formed in 1965 and,
in 1966, became the administrative agency responsible for conducting urban
renewal and allied programs, providing public housing, and directing community
action.
In 1972 a County-wide reorganization resulted in the formation of the
Department of Community and Economic Development which absorbed the Office
of Program Coordination, the Department of Economic Development, the building
construction activities of the Public Works and General Services Department,
and the housing relocation functions of the Health Department. Another
reorganization in 1980 combined housing and community development functions
in the Department of Housing and Community Development. A primary goal
of the Department was to produce a greater variety of affordable dwelling
units in the County through assisted and rental housing, new construction,
and housing rehabilitation. Economic development became a separate function
under the Office of Economic Development.
In the mid-1990s the County government was again restructured in an
attempt to further streamline operations. The Department of Housing and
Community Affairs was created to combine the functions of the Department
of Housing and Community Development, the Office of Consumer Affairs, and
the Office of Planning Implementation. The Department of Economic Development
operated with expanded functions including the establishment of a new marketing
division and additional support services for the local agricultural industry.
PROCESSING PROCEDURES
General processing procedures consisted of discarding duplicates, unnecessary binders, and routine transmittals. Oversized documents and photographs were removed from the original location in their assigned series and placed in separate containers. Separation sheets were inserted in the original location within the folder to indicate the new location of any records placed elsewhere.
Preservation copying of newspaper clippings
was performed whenever feasible. Records in folders were arranged, unless
otherwise indicated, in forward chronological order, with undated records
appearing at the end of the folder.
PROVENANCE
These records were transferred from the Montgomery County Records Center
in 1999 and 2000.
SCOPE AND CONTENT NOTE
This collection comprises of 31.5 cubic
feet of material dating from 1976 to 1997 in addition to 0.75 cubic feet
of photographs that were removed and relocated into Record Group 19. The
collection includes memoranda, notes, meeting agendas and minutes, annual
reports, correspondence and photographs which document the economic development
of the county and the Department of Economic Development's efforts to stimulate
economic growth.

SERIES DESCRIPTIONS
Series I: Subject Files, 1976-1993, n.d. (23.0 cu. ft.)
Materials in this series relate to a broad
range of topics. Most concern expansion of existing businesses and efforts
to encourage other businesses to open facilities in the County. There is
considerable documentation related to foreign missions by biotechnology
companies, as well as several annual budgetary reports and related memoranda.
The series also includes correspondence relating to proposed legislation,
business opportunities for the handicapped, child care facilities, fairs
and expositions, and business development in Bethesda and Gaithersburg.
Folders in this series are arranged alphabetically
by subject.
Series II: Business Development Program, 1981-1992, n.d. (0.75 cu. ft.)
Materials in this series include reports,
memoranda, correspondence, and notes that relate to missions to California
and England to invite high technology firms to locate in the County, a
survey of citizens perception of living conditions, employment opportunities,
education, and trade fairs and conferences. Records in this series also
document membership and operations of the Qualification Selection Committee,
which reviews contracts for products and services.
This series is arranged in alphabetical
order.
Series III: Office of Strategic Planning, 1986-1997, n.d. (0.50 cu. ft.)
This series contains materials concerning
the Economic Advisory Council as well as reports, correspondence, and press
releases.
Records in this series are arranged in
alphabetical order.
Series IV: Private Industry Council, 1981-1996, n.d. (3.58 cu. ft.)
This series contains correspondence, budget
reports, meeting agendas and minutes, and other documentation relating
to the membership and operations of the Private Industry Council. The operations
of the Private Industry Council included efforts to increase youth summer
employment, the development of the Skilled Workers Emeritus Program, job
fairs, assistance to the homeless, and child care symposiums.
This series is arranged in alphabetical
order by subject.
Series V: Reorganization Committee, 1995, n.d. (0.33 cu. ft.)
This series documents the discussion and
process of the reorganization and consolidation of County departments.
As a result of this reorganization, the Office of Economic Development,
which was part of the Department of Housing and Community Development,
became an independent agency as the Department of Economic Development.
This series is arranged in alphabetical
order.
Series VI: Director's Files, 1995-1996 (1.08 cu. ft.)
This series consists of a file of incoming
and outgoing letters and memoranda. These records relate to virtually every
aspect of administration and operations of the office, such as personnel
management, conferences and meetings, technological development, economic
surveys, and loans to small businesses.
This series is divided into two subseries:
Director's Chronological and Director's Incoming. Items are arranged in
chronological order within each subseries.

This subseries consists of letters and
memoranda created by the office of the Director of the Department of Economic
Development from 1995 to1996.
Subseries 2: Director's Incoming, 1995-1996 (0.72 cu. ft.)
This subseries consists of incoming letters
and memoranda that passed through the office of the Director of the Department
of Economic Development.
Series VII: Photographs, 1979-1984, n.d. (0.50 cu. ft.)
This series consists of a collection of
photographs taken mainly at events attended or organized by staff of the
Department of Economic Development, such as award presentations, business
visits, groundbreaking and openings, and the revitalization of Silver Spring,
and also includes photographs of County officials. In addition, there is
one aerial photograph labeled "University of Maryland Research Farm 1979,"
but the rest of the aerial photographs are unidentified.
The photographs in this series are arranged alphabetically according to the index provided with the original albums. A copy of this index is in each folder in this series, with the exception of the two folders of aerial photographs.
Series VIII: Minority, Female, Disabled, Small Business Programs (1980-1993), (2.0 cu.ft.)
This series documents outreach efforts to minority, female and disabled
business owners. It contains conference reports, records of procurement
fairs, and procurement regulations for minority businesses. Documents
are arranged alphabetically.
