ADMINISTRATIVE HISTORY
On October 28, 1968 the Advisory Commission on Drug Abuse was jointly established by the Montgomery County Council and the Board of Education through Resolution 6-1633 for the purpose of studying the County's drug problems and reporting their findings by mid-spring 1969. The Commission was composed of fourteen voting members, half appointed by the County Council and the other half appointed by the Board of Education. Also, a number of ex-officio representatives from the Department of Police, Department of Health, and the States Attorney's Office participated in the Commission.
Although specifically formed to enact this study, the Commission continued through 1971. With the passage of the 1971 Drug Abuse Control Act, the Commission was retained to advise the County Council, County Executive, and the Director of the Office of Drug Control. In this role it reviewed legislative, executive, educational measures, and proposed programs and license applications to the Office of Drug Control. After the Office's dissolution in 1976, the Advisory Commission came under the purview of the Health Department and was redefined "...[from] a group composed of high level officials to a working council of public and private agency staff involved in drug related problems and services."
PROCESSING PROCEDURES
General processing procedures consisted of discarding duplicates, unnecessary binders, and routine transmittals. Oversized documents and photographs were removed from the original location in their assigned series and placed in separate containers. Separation sheets were inserted in the original location within the folder to indicate the new location of any records placed elsewhere.
Preservation copying of newspaper clippings was performed whenever feasible. Records in folders were arranged, unless otherwise indicated, in forward chronological order, with undated records appearing at the end of the folder.
